Advocates for low income Mainers are expressing more concern today about the affects of the governor's budget on current and future welfare recipients. Especially hard hit are immigrants who are here in this country legally but who have not yet obained citizenship. At a budget briefing for reporters today, the commissioner of the Department of Health and Human Services estimated that about 2,500 people would be removed from the welfare rolls under the governor's proposal.
