There's a lot that many Mainers will like about the two-year budget proposal unveiled today by Gov. Paul LePage. The $6 billion plan would lower taxes, reserve funding for higher education, boost money for local schools and dramaticially reduce the level of debt in the state pension system. But those gains are built not only on reductions in benefits for state workers, but also on the assumption that early retirement incentives will encourage 600 state workers--and more than 1,000 teachers--to leave the work force.
